HOA and CDD: two bills, two different jobs

Why both can appear in your budget, and how to avoid counting the same assessment twice.

Seeing both HOA dues and a CDD charge can make a new-home budget look more complicated than expected. The solution is to identify what each payment funds, how it is collected and which document establishes the amount for your property.

Start with the organizations

The homeowners association and Hills of Minneola Community Development District are distinct. The association administers community obligations under its governing documents. The CDD is a local special-purpose government involved in infrastructure and community-wide services. A payment to one does not automatically satisfy an obligation to the other.

The CDD explains that an assessment may contain debt service for infrastructure bonds and a separate operations-and-maintenance component. Its annual operating budget can change. The August 2025 meeting minutes specifically discuss North Parcel costs and caution against assuming an assessment will stay fixed forever.

Your lot is the unit of comparison

The supplied purchase packet includes a general CDD reference sheet and a transaction worksheet with different figures. That is a reason to investigate, not to choose the lower number. Ask which assessment area includes the lot and obtain the current assessment roll or written district confirmation. Identify debt service, operations and any additional charge separately.

Also distinguish the fiscal year from your calendar-year closing. A budget that has been adopted for an upcoming year may affect a future bill even if the prior year's payment appears on a listing. The district's documents page provides current and historical material to review with that question in mind.

Watch the escrow line

CDD assessments generally appear with non-ad valorem charges on the property-tax bill. If your lender's estimated escrow already includes those charges, adding a second standalone CDD payment to the same budget would overstate your monthly outlay. Conversely, using an ad valorem-only tax estimate can leave the CDD out entirely.

Ask for a reconciled total

Bring the HOA schedule, parcel assessment information and lender estimate together. Mark each expense with its billing frequency and whether it is already included elsewhere. A monthly equivalent can help you save for an annual charge, but it should still be labeled as a budgeting calculation. The goal is a complete total supported by documents, with no missing or duplicated line items.
